Our law firm takes on only criminal defense and personal injury legal matters. In our criminal defense practice, we represent people charged with criminal offenses in both state and federal court – our clients are both adults and minors charged with either misdemeanor or felony crimes. In our personal injury practice, we advocate for the rights of the injured and their families.

The law office of Raivio, Kohlmetz & Steen, P.C., is located just outside downtown Portland, across I-405 from PSU and minutes from the Portland Transit Mall, in a private converted 19th-century home convenient both to major freeways and public transportation. Andrew Kohlmetz has been involved with criminal defense for 13 years. Primarily practicing in the Portland metro area, he also has experience in Hood River, Wasco, Clackamas, Jefferson, Sherman, Gilliam, Washington, Wheeler and Yamhill counties. He has extensive experience defending DUII, drug, and major felony cases including homicides, sexual assaults and Ballot Measure 11 crimes. Since 2003 his practice has been primarily the defense of persons accused of serious weapon, drug and complex criminal cases in United States  Federal Court for the District of Oregon. He has also appeared before the 9th Circuit Court of Appeals.

His professional memberships include The United States District Court for the District of Oregon, The United States Court of Appeals for the Ninth Circuit, The Oregon State Bar Association, the Oregon Criminal Defense Attorneys Association (OCDLA), the National Association of Criminal Defense Attorneys (NACDL), and the Multnomah County Bar Association.

He has written a chapter on felony DUII for the OCDLA's 2001 DUII Trial Notebook, as well as a chapter on the defense of sex crimes in the OCDLA's 2004 Major Crimes Manual.

Mr. Kohlmetz is active in the Oregon Criminal Defense Lawyer's Association having recently served a four year term on its Board of Directors. He received a Bachelor's of Arts Degree cum laude from Hobart College, Geneva N.Y., in 1990. He graduated from the University of Oregon School of Law in 1995.

Scott Raivio brings with him more than 30 years of legal practice – primarily in criminal defense and personal injury, While Mr. Kohlmetz has been involved with criminal defense for 13 years. Jason Steen with over 15 years legal experience joined the firm in 2005 as a partner bringing in extensive experience from both sides in personal injury cases as well as in criminal defense.

Raivio, Kohlmetz & Steen, P.C., opened its doors in 2003. We founded our law firm recognizing the need in Portland for a small law firm providing focused and discreet legal services in criminal defense and personal injury. As the practice of law in these areas became increasingly technical and specialized we realized our clients needed lawyers who focused in these areas.

Our attorneys are defined by the depth of their experience. Our most senior partner, H. Scott Raivio, has more than 30 years of legal practice to his name, and our other three lawyers each has more than a decade of practice to their credit. We have all focused our legal careers on either criminal defense work or personal injury work – and our decades of focused legal practice greatly benefits our clients.
