Jim Drummond is a private criminal defense lawyer in Norman, Oklahoma, handling trial and appellate cases at the federal and state level.

From 2007-2008 Jim was Supervisor of the Oklahoma-Western Capital Habeas Corpus Unit, representing clients in all 3 Oklahoma federal judicial districts. He is licensed in Oklahoma and Arizona, as well as in all Oklahoma federal district courts, the Tenth Circuit Court of Appeals, and the United States Supreme Court. He currently represents two inmates on Kentucky’s death row and one inmate in Oklahoma.

Jim serves on the Legal Ethics Advisory Panel of the Oklahoma Bar Association. From 2001-2006 he was a voting member the Oklahoma Sentencing Commission, mandated to make recommendations to the Legislature on sentencing policy and to supervise the Oklahoma Criminal Justice Resource Center. He has co-produced and co-taught two-day seminars on the topics of defending methamphetamine cases and the forensic science of crime scenes.

About Jim

Biography

Jim Drummond practices law in Norman, Oklahoma, with a primary focus on criminal defense, both trials and appeals, in federal and state courts. Jim has had significant success on appeals, including reversal of a state court conviction for child sexual abuse which sent an innocent man to prison until Jim’s appeals succeeded in obtaining his release.

Prior to entering private practice in October 2008, Jim was Supervisor of the Death Penalty Habeas Unit of the Office of the Federal Public Defender in
Oklahoma City, and previously had served as Chief of the Non-Capital Trial Division of the Oklahoma Indigent defense System for nine years. Jim is licensed
in Oklahoma and Arizona, and will be applying for admission in Kentucky; but his home base will always be Norman, Oklahoma. More details of his career and accomplishments are found by

Persons charged with crimes may not be guilty, or they may not have committed as severe an offense as the prosecution alleges. Our entire system of justice depends on defense lawyers who fight hard for their clients, who keep up with changes in the law, and who are willing to consult with other lawyers about their cases to make sure the best defense is offered. Any lawyer who tells you that he knows everything about an area of law is deceiving you. When Jim is not sure about a legal or strategy point, he gets other opinions before developing his arguments and strategies. Jim cannot promise always to agree with the client, and except for certain crucial decisions – such as whether the client

Practice Areas

Forensic Science

Jim has worked frequently in cases where scientific evidence is crucial to the case. In the case Jim won on appeal and freed an innocent man accused of child sexual abuse, Jim and his expert witness, Laura Schile, demonstrated that law enforcement crime scene officials mishandled the crime scene and made statements about the evidence that could not be supported by scientific testing.

Laura Schile is the DNA expert and forensic scientist who exposed the corruption of the Oklahoma City crime lab and its supervisor, Joyce Gilchrist, who sent an innocent man to prison for rape for fifteen years. She has consulted in high-profile cases nationally and locally. Jim works closely with Laura in any case which includes scientific evidence issues.

Capital Appeals

Jim has made five oral arguments in death penalty cases in Oklahoma. Two clients ultimately had their death sentences reduced to life without parole, based in part or in full on Jim’s work: Osbaldo Torres and Lloyd Mollett. One client died in prison of natural causes, and one received a reversal and new trial, but was again sentenced to death. The fifth client just received a full new trial because of errors that Jim initially raised. None of Jim’s clients who had Jim as their appeal lawyer from the time they were convicted have been executed.

Federal Appeals and Federal Trials

Jim has been qualified to serve on the Criminal Justice Act (CJA) panel for the United States District Court for the Western District of Oklahoma, and for the Tenth Circuit Court of Appeals, which rules on all federal appeals in Oklahoma, Kansas, New Mexico, Colorado, Wyoming, and Idaho. Jim will be seeking similar appointment in the federal courts in Kentucky and in the 6th Circuit Court of Appeals (Michigan, Ohio, Kentucky, and Tennessee).

Jim is currently handling two federal trial cases in the Western District of Oklahoma.
